Jehovah's Witnesses, is having a beard a personal choice?

I know that Jehovah's Witnesses frown on beards because they may stumble others. However, does this mean that if a brother chose to have a beard, even if it's clean cut and modest, he will then be marked by the congregation or even disfellowshipped? Or is this a personal choice?
