Why does my neighbor think he can rap?

he really sucks at it, & plus: we live in apartments that r conncected by the walls. he plays the music so loud, my computer moves! i asked him 2 turn it down, but he only does 4 a couple minutes b4 pumpin it up again! HOW CAN I SAVE MY EARS? i TRIED earplugs! they don't work! livin in the ghetto sucks.
